The development of State-owned enterprises is related to national economic level and people’s living level. Human resource as one of the most important resources now should be taken carefully by state-owned enterprises. Therefore it has become a central part of enterprise managements for state-owned enterprises. In early 2012, HR as the "central enterprises management level need to be enhanced area" was proposed to the special list of "Management Improvement " SASAC event, which means that all the state-owned enterprises including central enterprises will make huge changes on HR management in the coming period. In recent years, the emphasis from state-owned enterprises on the HR management has been promoted greatly. Many of them have transited from management policy in the past to HR management. Some companies are realizing that the strategic HR management has become a trend. In order to follow the pace of ages and hold the position in the market, state-owned enterprises need to improve themselves constantly when facing different market environments.In the third chapter, after investigating state-owned enterprises human resource situation and market environment, the paper points out several existing problems of state-owned enterprises according to six modules of SHRM. Subsequently, the paper takes W branch of China Telecom as an example. It analyzes the internal and external circumstances, human resource situation, the organization structure and employees basic information. Then it found significant problems in planning the company’s human resource including incorrect thought about human resource management concept, bad performance in recruitment, incomplete training mechanisms, no effect on performance management, unreasonable salary management system and lack of effective HR strategic schedule. By directing against the company’s problems and comparing to research papers of state-owned enterprise human resource in the last 10 years, the paper provides suggestions to improve state-owned human resource management including transforming old thought, using scientific methods of human resources planning, making appropriate HR recruitment plan, adopting the classified training, implementing effective salary management and efficiency management plans, enhancing the performance of motivating mechanism and helping employees plan career development.In total, the paper proposes combining the human resource management planning with enterprise developing strategy, which will match the feature of enterprise and the management style of market environment. This management method is able to help state-owned enterprise improve existing management mechanism, solve several existing problems and so that enterprise can achieve more.
