With the rapid development of science and technology, we have entered the era of knowledge economy, which has prompted knowledge to become as equally important as human resources, capital, energy and other resources. Nowadays,knowledge has become a key factor in promoting business management, innovation and sustainable development. Knowledge-based talents have become the most important strategic resource in business and social development. Any business that wishes to win market opportunities in the fierce competition and achieve the ultimate victory must shift the focus of management and energy from the management of assets to that of people. State-owned enterprises are now not in dire shortage of money,nor technology and equipment, but human resources; the biggest crisis is not the market and economic crisis, but the human resources crisis and talent crisis. The human resources here do not refer to the number of employees, but the quality of the enterprise personnel and the skills, quality and ideals that each enterprise employees must have in order to adapt to their work . We are pleased to see that some of the outstanding state-owned enterprises have begun to start the development and management of human resources, and have achieved good results.This paper draws on the basic principles and methods of general enterprise human resource strategy formulation. On the basis of combing the relevant theory and combining with the concrete example of C company, this paper analyzes the current situation of C human resource management, the problems existing in management,and the negative impact As well as the causes of these problems, and for the causes of the problem, to develop a specific solution.In this paper, the human resource strategy management practice of S company includes: formulate human resource management strategy, establish people-oriented concept; formulate and implement human resource planning, implement human resource strategy; explore and establish the perfect incentive and restraint mechanism,mobilize the enthusiasm and creativity of employees; establish and improve a sound performance evaluation system; establish a sound remuneration management mechanism; increase staff training.
