The factors Include the small scale of landcirculation, farmers’ lack of understanding of the land transfer, imperfect of landtransfer mechanism, constraints of the level of economic development. Andanalyze the realization in the form of Scale management of land, conditions ofimplementation and three characteristics.In the light of specific conditions of Beilin, this paper analyzes thecharacteristics of the Scale management of land in the Beilin based on thegeographical natural situation of Beilin, rural population and education.
