Investigation And Thinking For The Land Scale Management In Tangqiao Town, Zhangjiagang City

In the late 1970s and early 1980s, With the deepening of reform and opening-up, The Chinese government began to realize that there is a big gap in agriculture compared with developed countries. In view of the ecological environment and agricultural development situation,combined with foreign advanced experience, The Chinese government began land scale operation. This paper expounds the present situation of land scale operation, the reasons for its starting, the experience and feedback of Tang Qiao Town Zhangjiagang city, this paper introduces some typical cases of scale operation, analyzes the restriction of land scale operation development problems and factors, put forward some strategies and measures for land scale operation.Tang Qiao Town is located in the southeast of Zhangjiagang city, to the east of which is Sutong bridge, to the south of which is Ningtai expressway, to the west of which is Suyuzhang road and the Jiangyin Yangtze bridge, and to the north of which is the Yangtze river. There are 204 national highway from north and south and 338 dart from east to west, and there will be three railways'intersection which are Hutong railway, Tongsujia inter-city railway and Ningtai inter-city railway in the near future. There are rich land resource and complete infrastructure in Tang Qiao Town. There are 250 the whole town land moderate scale operations, whose area is 42000 mu which is more than 80% of arable land. There are 10 species of pollution-free, green, organic food, including four "suzhou brand" title food. And also some agricultural and sideline products realize the scale operation. There are Tang Qiao Town Orchard of more than 500 mu, "Zheng De" shallow water breeding base of more than 80 mu, Niu Qiao food demonstration plots of 1000 mu, and YiQing, YaNong two ecology village. But there are many problems and bottlenecks such as mode of operation simplification, business model extension, industrialization consciousness weakness, and the insufficient of the market system of the green agricultural products.It has been the weakness of the land scale management in Tang Qiao Town. Meanwhile, because of a lack of service platform, operation management, market mechanism, the pace of the land scale management in Tang Qiao Town from quantitative change to qualitative changes having been taken slowdown.By analysing the main factors that restrict development of the land scale management in Tang Qiao Town carefully, this article proposes policies and measures in developing the land scale management in Tang Qiao Town from these aspects:enlisting local government to deepen the circulation of rural land, strengthening the construction of the land scale management service platform, standardizing land scale management of operation and management, accelerating the rural market main body, completing security mechanism of the rural socialized service, increasing agricultural infrastructure construction, increasing the agricultural industrialization level.
