For each country, agriculture is a very important basic industries.Thereby increasing agricultural productivity of a country, a country can achieve industrialization, urbanization and modernization of the national economy has a very important significance.Since China adopted the reform and opening up in 1978, was the first conducted in the field of agricultural reform, which introduced the household contract responsibility system, the system is conducive to the development of agriculture. However, with thirty years of development, agricultural development put forward new demands, the land transfer is to achieve centralized, thus achieving large-scale operation on the road land. But this road is not easy, because there is a huge problem in the land transfer. This country needs to give more support to resolve the issue of land transfer, accelerate our pace of large-scale land management course. Land-scale operation will inevitably become a trend, not just agricultural land scale operation to produce economic, social and ecological benefits can also be generated. This article will focus on the case of Tong liao City land transfer, using AHP to analyze the impact of land-scale operation advantages of Tong liao and barriers. In this paper, by analyzing the overall profile Tong liao scale land management efficiency at this stage, as a basis for the future implementation of a large-scale transfer of land in Tongliao City, and lay a solid foundation, but to achieve scale land management efficiency is more conducive to the economic interests of farmers to improve The development and, more importantly, it helps the social and ecological benefits of a good implementation.
