Under the reform prospect of China’s current electric power industry, small andmedium-sized electric power construction enterprises have gotten infinite developmentopportunity; meanwhile, with the increasingly fierce market competition, the improvementand promotion of management level and the core competitive ability of enterprises isbecoming the urgent task for these enterprises.With the continuous development of HAP’s business, the congenital deficiencies onthe strategic positioning of its original performance management has become obvious, suchas lacking of intensive, becoming a mere formality and so on, and these have offered littlehelp to improve the enterprise’s performance management.This article briefly introduces the theory of performance management, analyzes theproblems and insufficiency existing in the performance management of HAP, and proposesdetailed suggestions for the general principles of thinking and plans to implement of HAPperformance management system design.This article is divided into five chapters.The first chapter briefly describes the background, purpose and significance of theresearch, and explains the research ideas and methods in this paper.The second chapter explains the common practice of performance management inenterprise, analysis the erroneous zone that small and medium-sized enterprise can easilystep into during the process of performance management practice.The third chapter focuses on the analysis of the status of HAP, and the key point iscomprehensive understanding of the environment in which the HAP implements thecomprehensive performance management.The fourth chapter introduces the principle and groundwork of the HAP performancemanagement design, which is the premise of good operation of performance system. The fifth chapter is about the evaluation index extraction of HAP companyperformance and the comprehensive design of the management plan, and pays attention tothe integration with its original management mode.The sixth chapter is a summary of the exploration that HAP has carried out during thedesign process of its performance system, and outlooks the main original point of view ofthis article.
