As the development of economy, public infrastructure development continues to accelerate. Therefore electric power construction becomes more and more important. The power design industry is facing such fierce competition that leads competition on human resources between power design institute and enterprises. As a professional knowledge-intensive electric power design enterprise, A Electric Power Design Institute is also facing enormous challenges in management. Establishing a reasonable management system which is suitable for A Electric Power Design Institute from the view of modern human resource development and management,becomes increasingly important.In this thesis,the writer uses modern human resource management theory as a guide,and a combination of qualitative and quantitative research methods,analysis the practical situation of the A Electric Power Design Institute's performance management. This study utilizes a structure interview among leaderships (vice-president), managers of eleven separated sectors, and relevant employees of the institute, and questionnaire surveys in fields of target management, performance implementation, performance appraisal and feedback, and application of performance results and have found its problems as follows: (1)Performance management of the institute is lack of planning, the system only stay in the main to the subordinate staff performance appraisal, the links did not form closed-loop syste. (2). There is no performance management system, lack of a range of security, control and effectiveness of the assessment system. (3)Some of the employees don't have an understanding deep enough about performance management, and they don't have a clear idea of its content, Awareness of performance management is not universal in the whole range of institute. (4)The setting of performance indicator is not scientific and rational, can not fully reflect the actual situation of the work. (5)The result of performance examination lacks substance greatly reduced the effect of performance appraisal. So far the results of performance examination do not correspond to an employee's salary, or promotion. Therefore the exam has little invigorating effect on employees.According to the situation of he A Electric Power Design Institute, this thesis uses the performance management theory as a guide, proposed four measures for improvement according to the Institution as follows: (1) Combine performance management with the development aim of the institute; (2) Communicate and coordinate all the staff; (3) Make full use of performance management; (4) Create performance-management-guiding corporate culture. This study hopes to be useful for A Electric Power Design Institute in the field of human resource management , scientific and standardized performance manageme,main competition and sustainable development through studies and creation of its performance management system. And also I hope that through this study,I can provide some useful reference to human resource management's innovation in power design industry.
