As the process of economic development in China continues to accelerate,electric power construction is now in a new round of development opportunities,but as the ever increasing demand of power grid construction,the power design industry is facing a much more fierce competition. A Electric Power Design Institute,is also facing enormous challenges in management. Establishing a reasonable management system which is suitable for A Electric Power Design Institute from the view of modern human resource development and management,becomes increasingly important.In this thesis,the writer uses modern human resource management theory as a guide,and a combination of qualitative and quantitative research methods,analysis the practical situation of the A Electric Power Design Institute's performance management. This study utilizes a structure interview among leaderships (vice president), managers of seven separated sectors, and relevant employees of Design Institute A, and questionnaire surveys in fields of target management, performance implementation, performance appraisal and feedback, and application of performance results and have found its problem as follows: (1)Some of the employees don't have an understanding deep enough about performance management, and they don't have a clear idea of its content. (2)The setting of performance indicator is not scientific and rational. Indicators for performance appraisal are too simple and lack of pertinence. Employees' actual working situation has not be reflected. (3)The system of performance management is not perfect enough. Now the only way for performance management of this institute is examination, and it doesn't have a relevant monitoring, so the entire flow has not formed a closed loop the mechanism. (4)The result of performance examination lacks substance. So far the results of performance examination do not correspond to an employee's salary, or promotion. Therefore the exam has little invigorating effect on employees.This thesis uses the performance management theory as a guide, proposed 5 measures for improvement according to the Institution as follows: (1)change the idea of performance management; (2)respect inclinations of employees; (3)strengthen organization and leadership of performance management; (4)make full use of performance management theory; (5)pay attention to the process managemennt of performance management. This study hopes to be useful for A Electric Power Design Institute in the field of scientific and standardized human resource management,main competition and sustainable development through studies on its management system. And also I hope that through this study,I can provide some useful reference to human resource management's innovation in power design industry.
