With the development of management theory and management practice, human resources have already become the first resource for enterprises’ development.The integration of other resources all rely on human resources to push forward. In China’s telecommunication industry, technical workers occupy an extremely important position in the development of enterprises. China’s telecommunications industry enterprises have entered into the international market and participated in international competition, but compared with the leading enterprises communications industry in the advanced countries in the world, china’s technical staff’s overall quality is not good enough to meet the needs of international competition. In order to realize the strategic target of communication industry successfully, we need to depend on the right position matching to strengthen the development and management of the technical staff. The research has certain theoretical value and practical significance in the construction of communication industry technical staff’s competency model, promoting communications industry to establish and perfect the management mechanism and guiding the technical staff and technical position matching in telecommunications industry. Therefore, to carry out the research based on competency model of technical staff training in communications industry has certain theoretical value and practical significance.This thesis has mainly adopted literature analysis, BEI behavior event interview, questionnaire survey, expert evaluation, SPSS statistical analysis and empirical method to research on the technical staff’s training of communications industry basing on the competency model. Combined with the actual characteristics of the technical staff in communications industry and based on the detailed analysis of the technical positions in communications industry, we establish the technical staff competency model in communication industry. With the technical staff of A Mobile Communications Group ChengDu branch as an example, we study technical staff’s competency index to provide a basis for decision-making on strengthening the technical staff development for the telecommunications industry.Firstly, this article elaborates the background and significance of the research, introduces the competency and competency model research both at home and abroad and summarizes the research methods and technical route of the thesis. Secondly, based on the study on the connotation competency model and construction method of competency, we define the research category of competency in this thesis providing theoretical support for the technical competency research in communications industry. The third part of the article describes the construction process of competency model in detail. The main process includes behavior event interview, questionnaire survey, expert interviews. According to the current situation of A Mobile Communications Group ChengDu branch, our technical staff are divided into three stages, the entry phase, working independently and dominant phase. Studies show that the competency of technical staff is composed of adaptability and responsibility in the entry phase, Perseverance, cooperation ability and enterprising spirit in working independently phase, Creativity and influence in the dominant phase. With the development of Likert5scale and superior evaluation, the fourth part collects data to validate the competency model. The thesis mainly uses SPSS software to analyze the data’s validity, carry out the Classification analysis on the whole staff’s structure, staff’s position in different depatment, overall employee’s job situation in A Mobile Communications Group ChengDu branch network, and analyze the correlation of knowledge, skills and behavior of the staff. Thus, it can be seen that validate the competency model is validated from the quantitative aspect. The fifth part shows the application of the model, proposes the main conclusions of data analysis and talent promotion strategy, and expounds the talent training scheme. The sixth part is the summary of this article, expounding on several shortcomings of the research.
