As the development of advanced technology, the status of human resource in production has been enhanced. Human resource transcends the capital again and becomes main stream of value increment. The increasing enterprises in China realize the key function of human resource training and development in tactical target implementing, and raise human resource training and development to a high tactically degree, as an important means of gaining a competitive advantage. From quantitative change to qualitative change, enterprises begin to pay more attentions to scientific and validity of trainings, and set about research of training actuality and validity. Since the concept of competency has been advanced, the research of competency becomes a focus of the world (McLagan PA, 1997) . Extensive and in-depth research of competency provides a new way of thinking for training. It is a long time concerning for many enterprises to research the human resource training and developing situation as well as enhance the efficiency of the co. training.We take the Shanghai Telecom as example, analyzing the training situation of the stuff through modern human resource training and development theory, carry out the measures and suggestions focusing on the training system of capable front-terminal stuff.There are four chapters totally.Chapter 1 focuses on the human resources training and its development status as well as the effectiveness of human resources.In the part of training development, we use comprehensive analysis mainly from the integrity, partiality as well as individuality. In the part of effectiveness, we mainly take the different angles to analyze.Chapter 2 analyzes the current situation of front-line training course system investigation of Shanghai Telecom industry.Chapter 3 make assessment of research and design of Shanghai Telecom front-line training course which based on training request analysis, plan constitution, execution, and monitoring as well as effect evaluation.Chapter 4 is the summarization of article, illustrate cases according to the article concept, reflect the process of training system investigation, and look forward to the future research.
