Talent is the core resource of an enterprise,and talent training is the core content of strategic human resource management.Especially since entering the new era,talent has been placed at the core and the most critical position from the national strategy level to all walks of life.The petrochemical industry is a pillar industry related to the national economy and people’s livelihood,as well as a traditional industry with high energy consumption and high emissions.The advent of the "double carbon" era has a profound impact on the future development of the petrochemical industry.In order to realize "oil transform to Chemical" and "oil transfo rm to special",and transform and upgrade from traditional energy enterprises to new energy,new chemical and new materials,the two key factors are technology and talents.Guided by the theory of talent cultivation and competency,and based on the research results of competency and talent cultivation system at home and abroad,this paper takes Chan Ling Refining & Chemical Co.,LTD.,a traditional energy enterprise,as the research sample,through the analysis of the company’s development history,organizational structure,human resource status and talent team structure.Combined with the characteristics and talent characteristics of the petrochemical industry,the existing post system and training methods and other aspects of the research.At the same time,the organization of talent training management status questionnaire,analyze and conclude the company’s current talent structure quality can not lead the company’s future high-quality development,talent classification training direction and objectives are not clear,the system and mechanism is not perfect,scientific and targeted not enough.To solve these problems,the article puts forward the principle and goal of talent cultivation system optimization design,define the scope of key position talents and,through questionnaire investigation and interview method,constructs the middle management cadre,technical experts,management experts,supervisors and technicians,and other key positions competency model,and at present,the company key talent group competency assessment and comparative analysis,identifying the deficiencies and key training directions in key abilities and qualities of management,professional technology and skill operation positions.On the basis of this,the paper designs a manageme nt cadre training scheme,which mainly includes constructing a reasonable cadre age structure,perfecting cadre echelon reserve,and precision training based on competency model.To set up expert committee,build professional and technical personnel traini ng system,for the key link of the establishment of a borderless development team of professional and technical personnel training program;the training program of skilled operation talents is based on the module certification of all staff positions,basic skills training of shift operators and special training of production team leaders and production technicians.Based on competency training system optimization can effectively carry on the company "oil transform to Chemical" and "oil transform to special" strategic target,effectively solve the talent gap of the current period and the transformation of the future development needs,to form a complete set of perfect personnel promotion,as a whole training resources and salary incentive system,and to stand ardize enterprise talents,promote the key talent ability level,creating a fair and transparent talent competition environment plays a very good leading role.
