Under the strategic deployment of the coordinated development for the BeijingTianjin-Hebei region.As the main undertaking region of industrial transfer,Hebei province has attracted a large number of enterprises from Beijing and Tianjin to settle down.The undertaking industries are developing and expanding continuously.In order to ensure the orderly development of the industry,it needs a large number of scientific and technological innovation talents as backing to effectively support it.However,due to Beijing's unique advantages in public resources,it has a siphon effect on the surrounding cities.The most direct impact is the loss of scientific and technological innovative talents in Hebei Province,where is adjacent to Beijing.Although the government and enterprises have made a lot of efforts,the situation of talent return is not optimistic.In order to solve the current shortage of scientific and technological innovative talents and ensure the orderly process of undertaking industrial transfer,the government and related enterprises turn their attention to the training of scientific and technological innovative talents.However,compared with other enterprises,there are significant differences in personnel composition and salary management.The general training system can no longer meet the current operational needs of enterprises.Competency training system stands out because of its comprehensiveness and effectiveness.Therefore,it is a solution to study the system of competency training of technological innovative talents in Hebei industrial transfer undertaking enterprises.Based on this background,this paper systematically reviews the relevant basic theories at home and abroad on the competency training of scientific and technological innovation talents for industrial transfer undertaking enterprises.The basic framework of the training system for scientific and technological innovation talents of industrial transfer undertaking enterprises is designed and based on this,it also carries out the research on the competency training system for scientific and technological innovation talents in Hebei industrial transfer undertaking enterprises.Firstly,the training demand model is selected,and the training demand analysis is carried out from three aspects:organization,task and personnel;Secondly,build a competency model for the training of scientific and technological innovation talents in industrial transfer undertaking enterprises,including the selection,determination,analysis and extraction of coreelements.Furthermore,the competency training of enterprises' scientific and technological innovation talents should be carried out and implemented from three aspects:the determination of specific objectives,the development of training courses and the evaluation of training effectiveness.Finally,a case study on the construction of competency training system for scientific and technological innovation talents was conducted by X Company,a representative company in Hebei industrial transfer undertaking enterprises.This not only broadens the research field of competency system and enriches the research results of scientific and technological innovation talents development,but also provides reference value for scientific and technological innovation talents training system of industrial transfer undertaking enterprises in other regions.
