Research On Health Food Safety Supervision In Dongying District From The Perspective Of Social Co-governance

In recent years,China's economy has developed rapidly and the people's living standards have improved significantly.With the improvement of living conditions,the public's awareness of self-care has been increasing,providing an opportunity for the rapid development of the dietary supplement industry.The development of the dietary supplement industry not only meets the needs of the public,but also creates substantial social profits.However,the prosperous dietary supplement market is also presenting more and more safety issues to the public,such as illegal additions and exaggerated publicity.The chaos in the dietary supplement industry has caused widespread harm to consumers.With the increasing scientific awareness and legal awareness,the dietary supplement safety supervision has received wide public attention.This paper takes the dietary supplement safety supervision of Dongying District as the research object,by analyzing the current situation of dietary supplement safety supervision,to put forward the issues of government department,production work units,social organization,general,etc.It strives to propose countermeasures with certain operability by introducing the theory of social co-governance and combining with the first-line supervision practice.It also aims to provide a reference for constructing an effective dietary supplement safety supervision mechanism in the theory of social co-governance.This paper is divided into six parts.Part I: It introduces the background and significance of the passage,summarizing the research situation on dietary supplement safety supervision and social governance at home and abroad,determining the research content and research methods of this paper,so as to provide basic preparation for the follow-up study.Part II: This section elaborates on the concept of dietary supplement,dietary supplement safety supervision and the characteristics of dietary supplement safety supervision.It also outlines the basic content of the theory of social co-governance and its application in this paper.Part III: The overall situation of dietary supplement safety supervision is systematically discussed from the reform of dietary supplement supervision system,regulatory basis and regulatory authorities.It also elaborates on the status quo of dietary supplement safety supervision in Dongying District from the aspects of supervision object,power and responsibility structure and supervision means.Part IV: This part points out that it is necessary to construct a dietary supplement safety supervision social co-governance model to solve the problems in the dietary supplement safety supervision.It is pointed out that the realization of the transition from a single regulatory model to a social co-governance model needs to accelerate the transformation of government functions,increase the enthusiasm of public participation,and build a social governance mechanism.Meanwhile,this part discusses the role of various social subjects in the mode of co-governance,that is,the government playing a leading role,the production and operation units playing the role of the market main body,the social organizations playing the role of bridges,and the public playing a fundamental role.Part VI: This part proposes to establish a scientific,efficient and orderly dietary supplement safety supervision model.That is,the government fully playing its functions,enterprises strictly implementing the main responsibility,social organizations actively exerting their advantages,and the public establishing a scientific and rational consumption consciousness.And on this basis,we will continue to improve the mechanism of co-governance.In addition,the conclusion section reviews and summarizes the full text.
