Food safety concerns the health of people and relates to the future of China.There have been frequent food safety incidents in recent years,which makes China's food safety situation severe.Faced with the severe food safety situation,how to establish a sound food safety supervision system to achieve effective government supervision has become the the striving direction of Chinese government.Since the founding of New China,the food safety supervision system has undergone four major adjustments to meet the trends and challenges of food safety development.The original intention of this round of institutional reforms is to “build a unified and authoritative food and drug regulatory agency” proposed by the Third Plenary Session of the 18 th CPC Central Committee.In April 2013,the General Office of the State Council issued the “Guiding Opinions of the State Council on Local Reforms to Improve the Food and Drug Supervision and Management System” and decided to establish the State Food and Drug Administration.The establishment of the State Food and Drug Administration integrates the responsibilities of the Food Safety Office,the Food and Drug Administration,the General Administration of Industry and Commerce and the State Administration for Industry and Commerce,which unifies the supervision and administration of food safety,as well as changes the “fragmented” Supervision system that has been criticized.After more than three years of Institutional reform,there have been significant differences in the implementation of the local government: In some places,food safety supervision functions of the Food Safety Office,the Food and Drug Administration,the Industrial and Commercial Administration,the Quality and Technical Supervision have been integrated.Separate food and drug supervision institutions have been set up to implement centralized and unified food safety supervision.In other places,the functions and agencies of the Administration for Industry and Commerce,the Quality and Technical Supervision,and the Food and Drug Administration have been merged to form the Market Supervision Administration to implement centralized and unified supervision over food safety.The two regulatory regimes can also be simply referred to as “Single mode” and “Comprehensive Mode”.The Huangpu District of Guangzhou City adopted a “Single mode” food safety supervision system.This article takes the “Single mode” food safety supervision system in Huangpu District of Guangzhou City as the research object,and combines the four stages of China's food safety supervision system-the administrative intervention stage,the food hygiene supervision stage,the staged supervision and the integrated coordination stage.A review of the “integrated supervision” stage,focusing on food safety,was conducted.The brief introduction of the latest institutional reform of the food safety in Huangpu District of Guangzhou City was carried out.The detailed description of the food safety supervision system reform in Huangpu District of Guangzhou during the current round of institutional reforms included the integration of regulatory functions and agencies,and the preparation of Staff transfer etc.This paper introduces the status of the “Single mode” food safety supervision system in Huangpu District of Guangzhou City and the simple comparison with the “Comprehensive Mode” food safety supervision system.This article makes a comprehensive and in-depth analysis of the existing problems and causes of the “Single mode” food safety supervision system in Huangpu District of Guangzhou City,and believes that the unreasonable design leads to the fragmentation of powers and responsibilities.And the limited integration of supervision functions has caused the problems of long-term supervision,and overlapping duties.Since the government is in a monopoly-led position in food safety supervision,the industry multi-subjects such as trade associations and third-party testing agencies have not received enough attention and give full play,and consumer participation is not high enough and leads to an incomplete island of food safety coordination governance system.The lack of regulatory technology and professional supervisory personnel leads to the fragmentation of food safety regulatory information systems.Finally,from the theoretical perspective of holistic governance,the article focuses on building an holistic regulatory model for food safety and the overall goal of food safety.And it has explored effective strategies for achieving holistic governance of food safety supervision by analyzing the contents of regulatory functions,optimizing regulatory mechanisms,building social governance patterns and integrating information resources.
