Study On State-owned Enterprise Unemployed Workers Social Security

Since1987,our country began to implement labor contract system reform.Sothe laid-off workers came into being. And the number of laid-off works was veryfew,most of them were voluntary. In1998, Zhu Longji took office as the premier ofthe state council and he set out to reform state-owned enterprises reform.The numberof laid-off works was soaring. In the late ninety’s, the number reached6million.After the21st century,the government put all laid-off works from state-ownedenterprises into the social security system for Chinese town unemployment. Thenumber of urban unemployment which registered was9.17million.The number oflaid-off workers from state-owned enterprises occupy a certain proportion.Now China is still in the stage of economic transformation, and we have a longway to go.Because of the existence problem of the workers who laid off fromstate-owned enterprises is becoming more and more serious,and theirs life go on, soit is necesssary for us to deeply discuss how to thoroughly solve the problem of thelaid-off workers of state-owned enterprises existence dilemma.And make soundrecommendations on the government better guarantee to their life at the system level.The paper through the field survey to the laid-off works’s employment, health care,housing, children education who were from Z city port office to preliminarymastered the living condition and the difficulty and the existing social securitysituation of laid-off workers from state-owned enterprises in Z city at present. We tryto think more about the social security system to all of laid-off workers ofstate-owned enterprises,from this case study.On the basis of them, we draw lessonsfrom the western states welfare model to unemployment of social security. Throughreflection and inspiration we continuously improve to build a social security systemfor aid-off workers of state-owned enterprises with Chinese characteristics.
