China is a developing country which is in the times of transition. With the development of economy and the advance of market economy, the former social security system is no more in active function while the buildup of the new social security system has also been facing a series of problems, such as the rapid growth of security expenditure caused by the aging population, the fund-collection capacity, the enterprise system -transition and over-burden and the limited capacity of fund planning as a whole etc. The series of problems let our country's fund of social security be facing a large gap, which will be leading to a dilemma if the problems cannot be solved as early as possible. What is the right outlet to the problems? The government planed to sell the state-owned shares to collect fund in the stock market, promulgated the Reducing the State-Owned Shares Policy, and made an experiment on it. The State-Owned Shares Reducing takes the function of increasing the state-owned capital, collecting the fund of social security, and strengthening the market resources assignment. Therefore the research of reducing the state-owned shares to enrich the fund of social security has the academic and practical significance to a certain extent.On the basis of the research upon the mode of social security collecting, home and abroad, and upon the state-owned shares reducing theory, the essay summarizes and draws lessons from the foreign practical experience. The essay explains the necessity and rationality of the state-owned shares reducing to enrich the fund of social security at present. It puts forward the relative polices of the state-owned shares reducing to enrich the fund of social security, the support of state policies and regulations, confirmation of reasonable price and the custody of the fund of social security.
