In recent years, corporate social responsibility is missing aroused widespreadconcern in society, especially state-owned enterprises is the lack of socialresponsibility issues raised various aspects denounce. However, state-ownedenterprises should do social responsibility? To what extent social responsibility? Itscommitment to social responsibility and non-state enterprises, what is different?These issues are few scholars to study the system. Therefore, the study ofstate-owned corporate social responsibility is important.Firstly, through the Corporate Social Responsibility (CRS) for review of therelevant literature and research, theory focuses on the social responsibility ofstate-owned enterprises (SOE-SR) issues are fulfilled. In the course of the study, thisarticle will specifically state-owned enterprises into two categories, one is acompetitive state-owned enterprises; Another monopolistic state-owned enterprises.The key point of this article is from an economic, political, cultural, legal, ethical,charitable and other issues, the state-owned enterprises should bear moreresponsibility than the general business community, and in state-owned enterprises,state-owned monopoly enterprises because of its uniqueness (resource-exclusive,grasp the lifeline of the country and other factors) compared to competingstate-owned enterprises should take more social responsibility.Next, a detailed analysis of the current situation of China’s Sinopec ChanglingRefining&Chemical Co., Ltd. fulfill corporate social responsibility, and the reasonsfor the problems. Through research, found China’s Sinopec Changling Refining&Chemical Co., Ltd. when there is a lack of social responsibility to fulfill the socialresponsibility to improve management institutions, improper placement of laid-offworkers, the monopoly high prices and low quality services, lack of awareness ofsocial responsibility, ignoring the interests of stakeholders and other issues. Thereason for these problems both internal reasons, such as philosophy, values, etc.,there are reasons for the external environment, such as the legal system is not perfect,imperfect social supervision mechanism.Finally, based on theoretical analysis and case studies, lack of socialresponsibility for state-owned enterprises the status quo, respectively, from thegovernment level and state-owned enterprise level put forward relevantcountermeasures.
