With the rapid development of China's socialist market economy and the continuous deepening of the reform of state-owned enterprises,China's state-owned enterprises have made great achievements in development.At the same time,there are some problems that need to be resolved,one of them is social security for the employees.Since the reform of the state-owned enterprise labor relations,security system have changed greatly,and the special group in the social security system has not yet been a perfect social security system under the influence of their own interests,which cause the general dissatisfaction of the employees,and even petition,meditation,etc.,that has brought great instability factors to the state and society.So,the social security problem of unemployed staff has become an important research topic in the field of social security in China.This paper based on the combing summary of Chinese and foreign social security that related to ideas and theories,and makes an empirical analysis the life support of unemployed staff in L company,which is a branch of C group,one of large energy enterprises in China,and then puts forward the countermeasures and suggestions to improve and perfect the social security of the unemployed staff in state-owned enterprise,so as to solve the problem that the social security of the unemployed staff in L company and the reform of the state-owned enterprises is not sufficient.Through the research of this paper,the conclusions are as follows:(1)the state-owned unemployed staff are the special group in the reform of the state-owned enterprises.They are not only the product of the reform but also the policy and the product of history.Therefore,the state should bear the obligation to provide basic living security for the country.(2)the state-owned enterprises to provide life support for the community,which essentially bear the function of the national social security,make up for the lack of social security functions of the state.But from the long-term perspective,under the condition of market economy,this kind of support takes up a lot of resources.It does not conform to the market economy principle,and will restrict the normal development of enterprises.(3)the government should spontaneously give life support to unemployed staff in state-owned enterprises,and give policy support and economic compensation(that is,the enterprise in a disguised form to buy social security service so as to realize social security service outsourcing),which will lead to a good condition for the enterprise sustainable development.(4)to solve the problem of social security for the special group of the society,we need to improve and perfect the existing social security system,make the country play a leading role,and through the joint efforts of the State-Society-enterprise three party,which will finally solve the problem of the social security problem of the unemployed staff in state-owned enterprise.
