A Study On The Social Security Function Of State-owned Asset

In the front of the thesis, from the points of view of economics and law ,the author gives the explanation of the state-owned asset and takes it for the property and property-rights which are administered, maintenance and managed by the states or special departments of states.It becomes the basis of the following text, to discuss the classification and source and put forward the point that state-owned assets have the functions which can keep economy safe, maintain social system and promote economic development.On the basis of Marxism basic views about social security, the two social security functions are discussed in theory. Social security (in broad sense) function of state-owned asset is displayed on the supplement of public serves and public productions and social security (in narrow sense) function of state-owned asset is displayed on raising money and money management.There are four preconditions for exertions of social security function of state-owned asset: modern government is founded whose basic function is oriented to public management, perfect public finance system and law system are constructed, and exertions of social security function of state-owned asset should be seasoned with economic development.In the part of the realization forms of social security function of state-owned asset, the state-owned asset is classified by state-owned asset which can be transferred in freedom, state-owned asset which can not be transferred and state-owned asset whose transfer is limited. The forms of social security function of the three above are mentioned respectively. Substantially, all of the state-owned assets' realization forms are focused on licit and rational uses according to their own characters and the need of development of social security business.
