Knowledge database is an essential strategic resource in IT operation and maintenance management as ITSS(National IT service standards) mentions. With the application of knowledge database in the operation and maintenance management of IT in university, it’s very useful to improve service quality, reduce repeat work and improve most of employee’s skills and efficiency, and then enhance the service capabilities to respond to the drastic development of IT technology. But there are many problems about the knowledge database in university. There is few update of the knowledge entry, most of which have little Applicability. Few people know the existence of the knowledge database, and then there is very few usage of the knowledge entry for the solving of their IT problem. The reason why the situation happen is the focusing only on the input and output of the knowledge entry and the lack of the software functions about the workflow and personnel management for knowledge database, which lead to the lack of communication among the IT staff and easily make the workflow of knowledge database stop somewhere. In order to fix these bad situation at present, we propose the management process of knowledge database and the model of knowledge database system so that we can reshape the knowledge management process of the network management department and get the personnel management better, make the system of the knowledge database more informationized and automated so that the persons of the knowledge database are good enough to communicate with each other, improve the efficiency of the knowledge database, and promote the sustainable development of the knowledge database, and then we can get more value of the IT service in the university. To achieve the objectives above, we will build the workflow of the knowledge database and clear personnel job. And then, with the UML modeling language, combining the workflow and the capabilities of data process with information technology, we can get the functional requirements of the knowledge management and build the system model of knowledge database system.
