With the rapid development of correspondence industry and gradual saturation of correspondence application in China, the competition grows fiercely among the correspondence enterprises profession. The Business Supporting System is not only the guarantee for the operation and service of the telecommunication enterprise but also a key to the enterprises management and decision-making. The Business Supporting System has been one of the core competitive capacities for the operators.Facing the increased system equipment, expanded operation demand and promoted service requirement, the stable operation of Business Supporting System has been an essential issue in the operation and maintenance of Business Supporting System, so as to guarantee the better service quality of the enterprises.The article carries on the discussion and study on the management of the Business Supporting System operation and maintenance, which is based on the research of the best practice of ITIL and the understanding and analysis of domestic Business Supporting System, combining the requirement of Business Supporting System management. The aim is to strengthen the capacity, to enhance the efficiency and to improve the quality of the operation and maintenance work.In this article, a set of evaluation method and quantification tools for the current status of the operation and maintenance of Business Supporting System has been designed, based on the ITIL service management system. Through this set of evaluation method and tools, telecommunication operators could take the best practice of maturity model as the criterion and find out the IT management level of their Business Supporting System, so as to realize their own level at present and the goal of improvement. At the same time, the quantification form of this set of evaluation tools could ensure more precise and scientific result.In this article, a hierarchy model has been designed for the operation and maintenance of Business Supporting System, based on the ITIL service management system. The model provides a design frame for setting a completed operation and maintenance system of Business Supporting System from the aspect of strategy, mode, function, process as well as IT system. It is discussed preliminarily the strategic level of the operation and maintenance of Business Supporting System, based on this model and combining the background and characteristic of current. In this article, based on the ITIL service management system, the process of case, issue, config and modification has been designed, combining the characteristic of the operation and maintenance of Business Supporting System. According to the analysis on the characteristic of domestic telecommunication operators, the design of operation and maintenance process is proposed to be separated as two level: outline design and specific design.Finally, based on the suggestion of planning the process system of Business Supporting System operation and maintenance on ITIL by phases, the article proposes that the process system of operation and maintenance of Business Supporting System should be planed and constructed by phases, so as to support the ITIL practice and research of the Business Supporting System management sector.
