Design And Implementation Of E-government IT Operation And Maintenance Service Support System In Xicheng District Of Beijing

E-government is a complexity of systems engineering, which includs operation and maintenance of IT systems, technologies, standards, products, services and other various factors. How to establish an appropriate model of IT operation and maintenance for sustainable development, and make complex technical elements, application scenes of e-government applications and administrative management mechanism to adapt to each other, it is a new topics that need Innovative and explore for Beijing and the hole country in the applications of e-government.Oct. 2008, Beijing Information Association issued the "Beijing e-government IT operation and maintenance service support system family norms". To actively promote the implementation of these family norms, Xicheng District of Beijing, as one of the pilot units, according to the specification requirements, combined with years of practical experience of the operation and maintenance in this area and IT operation and maintenance management status quo, initially built a district-level e-government IT operation and maintenance service support system. This is a milestone of the work in the field of e-government IT operation and maintenance services in Xicheng District. It has a certain significance in the area of e-government IT operation and maintenance support system construction at the district level.First, this paper analyzes the background of the topic, also analyzes the requirements of e-government IT operation and maintenance management in Xicheng District, Beijing. Then, on the basis of ITIL(Information Technology Infrastructure Library) and ISO 20000(IT service management standard) theory, and combined with the relevant requirements of “Beijing e-government IT operation and maintenance service support system family norms”, this paper put forward the overall design scheme of e-government IT operation and maintenance service support system in Xicheng District, Beijing. At last, this paper designs and implements the main function modules of this system, such as Service Desk, Incident Management, Problem Management, Configuration Management, Change Management, Release Management, etc. So, it provides a reference case of construction practice for e-government operation and maintenance service support system in the district government.
