Along with the national Ministry of the three domestic carriers(mobile, telecom and China Unicom) issued the fourth generation mobile communications(4G) license, the Chinese wireless communications has access to the 4G era. Our country has the independent property rights of TD-LTE technical standard, the promotion and development of TD-LTE will bring huge changes to the telecommunication industry in our country. Facing the severe market competitions, how to effectively protect the quality of the network, improve the user’s perception, create 4G boutique network and establish a brand image, the wireless planning has become an important part.The main research work of this thesis is as follows:(1) According to the construction of Taizhou mobile TD-LTE network, the coverage planning, the capacity planning and the site planning are designed. Coverage planning focuses on forecasting the size of base stations. By testing the CW, analyzing and calculating the link budget, coverage radius of the Taizhou TD-LTE mobile base station can be obtained, the site number within the coverage area also can be obtained. Capacity planning focuses on the business forecast, the number of users and the data capacity of Taizhou mobile are forecasted, the required number of base stations is calculated combined with the capacity prediction. Considering the coverage and capacity planning, this thesis presents the Taizhou TD-LTE mobile network plan of the number of base stations.(2) This thesis designs the Taizhou TD-LTE mobile network site, the coverage area of the base station is set in detail. The coverage area of network interference is evaluated and the co site 3G base station is analyzed. The planning scheme is validated by network simulation, the network of rsrp and SINR performance are evaluated. The simulation and analyses focus on the Taizhou City, general city and county town. Finally, the plan of Taizhou mobile TD-LTE wireless network construction is given.(3) After the implementation of the Taizhou TD-LTE network, the network performance testing scheme is designed. Using a combination method of grid test and single station test method, this thesis selects main city of Taizhou, Taizhou City University and several other scenes to test the grid, the special scene in a single key base station is selected to test additionally. After the testing, it is found that the design goal of the RSRP, SINR, the success rate and the data rate of the coverage area have reached the requirements. Also, in order to protect the 4G network quality in villages and towns, this thesis special optimizes the network in the township, the network of the key towns in Taizhou Xinghua County is mainly optimized, the network coverage problem on the trunk road of the township is solved.
