Public Library as an important part of China’s public cultural service system, is shouldering the important responsibility of spreading knowledge and serving the public. Along with the continuous development of society and people’s more attention to education, public library services for teenagers even infants have become a new topic in the background of new era. Parent-child reading is a new reading model which is widely recognized in recent years. Public libraries play an active role in developing and guiding the activities of parent-child reading.The thesis begins with the connotation and characteristics of the parent-child reading activities in public libraries. The related theories of parent-child reading include three aspects:the theory of library science, the theory of early childhood education, and the theory of reading. The significance of public library to carry out the parent-child reading activities is discussed in two parts of the development of the children and library. Then, the thesis discusses the public libraries play an important role in the parent-child reading activities from two aspects:the history and present situation of development. The development history introduces the rise of the domestic and foreign libraries parent-child reading activities. Two aspects of the current situation of the development of juvenile’s library from the independent system and all levels of public library are summarized. According to the results of investigation in Kunming and Hangzhou, the author compares the differences of parent-child, reading activities in public libraries between the two places, and analyzes the reasons of the differences. According to the research results, the thesis puts forward the corresponding development strategies, such as, to create a suitable for children’s reading environment, to rich collection of children’s books of resources, to carry out various forms of reading activities, to improve the service quality of librarians, to carry out extensive cooperation with social forces, to expand the reading space by new media, and to strengthen the parent-child reading and library service research and so on.
