With our government paying more attention on preventive treatment ofemergency, China urgently needs to establish its own emergency broadcast system toprovide timely disposal of public emergencies. China Mobile MultimediaBroadcasting (CMMB), commonly known as mobile TV, is an important scientificand technological achievement through self-innovation of our country·s radio andtelevision digitalization process. Emergency Broadcast is an important service ofChina Mobile Multimedia Broadcasting, which is able to take advantage of CMMB·ssatellite and terrestrial wireless transmission, providing a solution for the timelyrelease of emergencies.Emergency broadcast generator, serving as the broadcast source, is an importantpart of the front end of the emergency broadcast system and a necessary equipment ofreleasing emergency broadcast messages. The paper firmly relies on emergencybroadcast standards and descripts the design and implementation process of theemergency broadcast generator from many aspects including the project background,requirements analysis, system design, system implementation and key technologies.Firstly, based on the research significance and the background of emergencybroadcast system generator as well as fully research and comparative analysis ofrelated systems, the paper makes deep research on key technologies and theories forrealizing the emergency broadcast system generator including object-orientedthinking, transmission technology selection, database design and database interfaceselection, and clarifies the rationality and superiority in design of the emergencybroadcast generator system at the theoretical and technical levels. Secondly, based onresearch and analysis of business processes and the emergency broadcast systemfunctional requirements, the overall architecture of the system and software structurewere studied. In particular the modules system is studied and designed in details,including content analysis of the structure of each module, workflow and callingprocesses. In addition, the actual use of the environment and user needs combinedsystem has been designed for the system database. Finally, the paper makes detaileddesign and implementation of the system. The functional modules of the system wereergodic tested and the results has proved the reliability and ease of use of the system.By now, the Emergency Broadcast System Generator has basically realized fullprocess of emergency broadcast messages, and has been successfully applied in thefront-end system of China Broadcasting Corporation Limited (CMMB operator). Thesystem, running stably and well, has got broad recognition and has promoted thedevelopment of related industrial chain.
