Performance appraisal and management is an important basis for the management of Jinxiang County People’s Hospital, which is not only related to the fairness of hospital resource allocation made by the decision-makers, but also related to the working attitude and service levels between all employees of the hospital. In connection with the problem of performance management and performance appraisal and the actual situation happened, Jinxiang County People’s Hospital hopes to use the advanced concepts of performance appraisal and management, theories and information technology to build a performance management and appraisal system which in line with the facts of theJinxiang County People’s Hospital, and hopes that can improve the performance management and the evaluation level and efficiency of the hospital.Jinxiang County People’s Hospital performance appraisal and management system uses B/S network architecture, Java language and SSH framework. System technical architecture has presentation layer, business layer and persistence layer. In the presentation layer, it is supported by the Struts technical, and the user access and control via JSP pages, and contact with the business layer by the controlling class. The business layer is supported by the Spring technical, use Spring AOP programming framework and Spring IOC container for responding,and match to program management, survey management, performance evaluation, performance analysis, system management services. Persistence layer uses Hibernate technology to access and operate the information data in the database, and then return the data required by the user to the user. System database design uses Microsoft SQL Server 2014.The functions have been implemented in Jinxiang County People’s Hospital performance appraisal and management system are program management, questionnaire management, performance evaluation, performance analysis and system management. Among them, the realization of the program management functions are program development, program review, program adjustments and plan query. The realization of the questionnaire survey management functionsare questionnaire setting, management of questionnairedevelopment, questionnaire evaluation, questionnaire statistical analysis. The realization of the performance evaluation functions are data collection, calculation of evaluation, performance summary and performance audit. The realization of the performance analysis functions are the performance view, analyze of dimension and president inquiry. The realization of the system management functions include basic setup, basic indicators setup, quality indicators assessment criteria setup and indicator database maintenance.The implementation and application of Jinxiang County People’s Hospital performance appraisal and management system has greatly enhanced the fairness, openness and efficiency of the hospital performance appraisal; level of the performance management became more standardized and unified, and laid the foundation for a unified hospital management system; at the same time, the timeliness and fairness of performance appraisalhad improved the hospital staffs enthusiasm, initiative and creativity, and provided a good foundation for the hospital financial benefit.
