Performance appraisal also say scores or achievements assessment, performance appraisal is enterprise organization in order to achieve production operating purposes, using specific criteria and indices, adopt scientific theories and methods, to undertake production and operation process and earnings management personnel at various levels don't finish the appointed tasks work and their seniority thus bring many effect make value judgment process. The application of performance appraisal focus on the combination of pay for performance. Compensation and performance in the management of human resource, is the important link of the two are inseparable. In salary management, general will pay for fixed wages and decompose the performance salary, performance-based pay is through the performance to reflect, and employee performance assessment must also be performance in salary in, otherwise you will lose the performance and salary incentive effect.This paper introduces the HaiChengShi economic development zone government performance evaluation information platform is a set of integrated management application software, is the modern information technology as the foundation, take the network as the platform, provide multiple performance appraisal way to meet government departments for employee performance management. This system based on the theory of balanced scorecard (BSC) and key performance index method (KPI) as the main technical indexes, combining factors assessment method, evaluation method, diagram type behavior anchor rating table method and 360 degrees investigation, to construct the performance evaluation personnel's quality assessment index system. This system consists of personnel information management, personnel management, power management, duty goal management, performance monitoring, EPM performance assessment, reward management, and and performance evaluation personnel self test combined. This system in performance evaluation index system for the design ideas, government departments and the selection of recruitment, training and evaluation of performance evaluation personnel provides a guide frame.In project management process, I as project leader, mainly completed two parts, one is the work of the project master schedule and the design, 2 it is the project requirement and testing. The project master schedule is an important work, it confirms the project scope and content. To a certain extent determine project work contents and time, and with the project team members communication and follow-up supervision. Project requirements and testing is according to a defined scope, confirm project service demand, and finish demand and development of cohesion, ensure smooth project development and testing. Project testing is regarding the requirements verification, according to the demand documentation, design test cases to complete the corresponding test, to ensure that project successfully completed functional testing.Through the project management, making software engineering theory in software project obtains the application and verification, improve the software project management. Software engineering theory throughout the whole software project, making the project design, the development, the acceptance testing more comprehensive, rapid.
