Performance evaluation aims to evaluate the actual work performance andachievements of the government or enterprise as objective as possible. Theperformance evaluation discussed hereby refers especially to those made by the citybureau to its institutions in charged in counties (city, area) bureau. The persons incharged of taxation departments are to be evaluated according to their efficiency,theirability,their public responsibility and the social public satisfaction of them in theirmanaging taxation business and offering service as weii as many other aspects. Thisevaluation tries to scientificly evaluate their perfomance and achievements throughthe judgement and grades made to them, in order to ensure the comprehensive andbalanced development of taxation business and the smooth implementation of thegoals and tasks made in The Outline of The Twelfth Five-year Planning.On the basis of introducing the performance evaluation organization, evaluationcontent and evaluation method, This essay emphasizes the siganificance anddesigning feasibility as well as actual implementation of this performance evaluationprogramme in informatization. This programme tries to simplify the operating system,with the most intuitive way for the operator to complete the corresponding evaluationoperation, thus making it easy to start, even for a new hand. On the query andstatistical analysis, the way of combining data graph and data table will be used toshow rich and colorful evaluation results, which will not onlybe easy to statisticalanalysis, and also interface a beautiful and highly efficiency, more directly achievingthe function of the performance evaluation of collation and archiving, so as to actuallyrealize the digital management; while on the technical implementation, by using thehigh performance of Oracle database as the background, with the help of the chart tool, asynchronous refreshing technology and JavaScript special effects rendering,this programme will realize the system as stable, efficient, reliable, simple, workableand beautiful vision, and will bring a complely new experience to users.Based on designing the implementation of performance evaluation managementsystem, this essay introduces some ways of algorithm used in this system, such asclassification algorithm to classify personnel and ownership as well as departments,and will also bring high efficient application of the layered classification of evaluationproject, as the use of the sorting algorithm will result in valuable efficiency.In the end, the system developed in this essay will be compared with othersimilar business software on the market, which will help to find the disadvantage andwhat to be improved and perfected, and also to make preparation of the next versionthrough constantly improving and innovating.
