Nowadays with the rapid development of modern science and technology, operations management system as an important means of enterprise information, also will certainly to reform. Original operations from a workflow management system, monitoring is not strict, shortcomings and so on planning are not clear, in the long term, serious impact on the efficiency of the enterprise IT departments and development space, to the enterprise’s overall planning and operation and maintenance. The ITIL(IT infrastructure library), for the enterprise IT management made a more rigorous unified standard, this standard is widely recognized in the world. Use of ITIL, can make the enterprise the management of IT more efficient, easy to the enterprise internal events for real-time monitoring and control, better and more widely used in the actual management activities.The state-of-art of ITIL operation and maintenance management at home and abroad are researched to study the norms and standards which accord with the ITIL and to give the detailed, brand new design of the management system due to these standards. Eight aspects of the design are discussed here, including service desk management, operation and maintenance management, personal desktop, basic management, operational processes, knowledge base resources, operation and maintenance monitoring, operation and maintenance statistics, to get the monitoring and control of subsystems and various equipment in the operations, and bring customers the convenience of the integrated service relating to applications. At the same time, the idea of software engineering is referred to enrich and improve the existing principles of information engineering supervision, supplement the risk and demand management to the original theories and suggest the monitoring based on the thought of information engineering supervision in every stage of operation and maintenance management system. Then a system is constructed to meet the needs of integrated supervision, maintenance and service, which orients at processes, services and business to get the aim of service improvement. Furthermore, a focus is put on two parts of service management and operation & maintenance management, which also are the key points of operation and maintenance systems of traditional corporations, to address the request from users and unexpected problems and make sure the corporation is on normal operation.This system is developed in the MVC mode, with the flex framework, Java and C language be used to complete the whole program writing. The major work and innovation points are as follows: 1.Retailed research and study of ITIL theory; 2. Analysis and modeling of functions and processes of ITIL models;3.System largely improves the original system of the disadvantages of ITIL, improves the arrange tasks and solve the problem of efficiency and accuracy. For normal operations of the operator, reducing the workload of part of unnecessary, for enterprises, and improve the ability of production management and social economic efficiency, reduce the operating costs at the same time, avoid the risk of certain projects, make the overall management level has a qualitative leap.
