Design And Implementation Of An It Service And Monitor Management System For Goverment

In recent years, the government has constucted many use of information systems. There is a variety of e-government systems, statistical information system, online system and many other government applications in information technology which account for a large proportion in government information construction.With the increasing number of applications, it also increased the supporting requirements of IT systems and pushed the IT systems to expand in scales and become more complex in structure.The importance of IT systems maintenance and management has gradually increased.The traditional way of IT maintenance and management has been unable to meet the existing IT systems and the urgent needs for developing information systems.The management of IT resources in despersive location will highly increase response time for troubleshooting and the cost of operation and maintenance. Finding a most affective way to combine the use of management and techniques has become an urgent problem. It has to ensure IT system and application running under the premise of stable and efficient, at the same time reducing operation, maintenance expenses and improve service quality.Based on the above question, this paper analyzes the business process within the service management of the government industry.Proposes to use the combination of monitoring and service management mode to resolve problem which caused by IT resources in despersive location,such as the timelag in fault finding , the rising cost of IT service.This system implemented by paper is designed for helping users to effectively improve the IT service management,saving labor costs,improve service experience and stable business service.this system implement many modules,such as service management,IT resource management,monitoring management. First, this article deals with the ITIL core processess, monitoring technology and workflow engines on its key technologies and theories. It also introduced a combination use of technical and service management with consideration of the present situation of the government's IT sector and analysis of its business process. Secondly, the paper expound system architecture and implementation, the module function, and it detail explained the monitoring management of server room environment, IT resource monitoring management, service management and configuration management. Finally,the paper discuss the process and result of the performance testing and function testing,and it also uses the practical application to verify the feasibility and validity of the system.Compared to traditional IT service management system ,there are few charactistics different with information system which will be introduced in this paper. First, by suggesting a way of combining monitoring and IT service management, which helps to improve the present IT service operation pattern of the government industry.Secondly, this system using the relationship of configuration items to provide technician a failure analysis function,and provide a influenced service scope before system changing, hope to improve changing successful rate,so as to improve the overall system and its stability.
