With the further development of information construction in the enterprise,it is required that the operation and maintenance for IT basic resources,such as computer,storage,network and application system,should be improved continuously.Particularly after the implementation of the "Engineering Design Cloud",failure in any link of the IT basic resources without precise localization and rapid recovery would lead to paralysis of the entire business chain.Without the fast and effective way for fault location,fault recovery and business interruption would last for a long time,which surely affects design and production efficiency.Operation and maintenance in such a "piecemeal" and "fire-put off" way is often proved to be nonstandard and inefficient.Consequently,it is difficult to upgrade users' satisfaction.Therefore,to make IT operation and maintenance service plan for management based on the ITIL standard and properly conforming to the business service model,is the best way to solve the problem.In addition to the ITIL basic framework,IT resources cost accounting and the IT investment decision analysis are also required to be carried out in the company,but this requirement is beyond the ITIL business scope.To solve this problem,the concept of "ITIL+" is proposed in this paper,which effectively solves the problem of re-fusion and promotion of the ITIL theory and related business."ITIL+" concept is established based on the implementation of the ITIL theory,making a reprocess on the data to generate new applications.The main features of the "ITIL+" include deep fusion,value-added services and application development.Based on the ITIL theory,this paper analyzes the IT operation and maintenance management status in the enterprise,proposes an IT operation and maintenance service framework based on the gap analyses about IT operation and maintenance service to meet engineering design requirements of the enterprise.The framework includes fault diagnosis model,resource costing model,IT resources investment decision analysis model and IT Infrastructure health assessment model.The operation and maintenance monitoring system is designed and developed based on the specific requirements and plans.Based on the implementation of the ITIL system framework,it expands the application of ITIL theory to the project IT resource cost accounting and IT resource investment decision analysis,realizing the practical application of the concept of "ITIL+".The "ITIL+" service framework is proved to be effective and scientific by the system.
