With the rapid development of computer science, communication technology and Internet, the informatization process of social economy is gradually accelerated. The rapid development of social economy requires good social order, and in the society of government information age the function of supervision, management and service will be better. At present, the local governments actively establish a variety of convenient public service measures, such as online government and public telephone etc.This thesis focuses on the residents in city center development platform for examination and approval of the project about the hardware, software, system architecture, data exchange, etc, and also discusses how to establish and adapt such government affairs application platform of the examination and approval to the situation of our country. The paper studies the interactive platform, the key technologies of examination and approval, and then puts forward the solutions for specific problems:1.The background of project is presented in the first chapter. In the second chapter, C/S frame and B/S frame are discussed, and a conclusion could be drawn that B/S frame is better to adapted to this system. Then the Microsoft’s.NET technique is compared with the SUN’s J2 EE technique in compatibility and security, and J2 EE is according to e-government’s standard. The software frame in client and sever is designed according to the criterion of J2 EE.2.Base on the result of investigating, the sanction platforms are classified in four kinds, then the transaction processes and subsystem functions are designed to adapt to their daily routine. All functions of subsystem are discussed in detail.3.According to the information security requirement of e-government and the hardware and software requirement of J2 EE frame,the sanction platform’s blue print, include network topology, software products and hardware products, is contrived.The relationship among sanction platform, government special network,Internet and office automation systems in other is exhibited clearly in the blue print. And then the security that risks in four layers’ structure of TCP/IP network model is discussed. Some solutions are also proposed to solve the risks.4.Data interchange is a characteristic of this system.In accordance with the requirements of system design and Web service technology, we analyze the main technical standard XML, XSLT and the China’s e-government cngXML standard specification language according to the need of the e-government construction in China.Then in the background of the web services, technology, architecture and merits of web service technology is analyzed. Then, we design the data exchange, XML message file exchange format which is combined with examples of message format according to the needs of the business data exchange of this system.Finally, we realise the function of interactive platform of data exchange by using Web service technology for examination.
