With the rapid development of computer technology and network technology, the informatization of government gets popularization and development. E-government is regarded as a tool of our country to promote the government service, gaining periodic achievements in recent years. Informatization infrastructure is built for the development of e-government in the country, e-government receives good prospects for development.But at present, a lot of e-government is for the local government or agencies within the government affairs information system, which are lack of unified planning and management, at the same time there are also the lack of information sharing of laws, policies. The system is developed according to the actual demand by the various departments, so the information resources are concentrated in its own internal departments and lack of collaboration and sharing with other departments. The disconnected informatization and no sharing of the data resources between departments will affect the applying effect of government activities, make service level discount.With the development of IT technology and the public security business, how to protect the previous investment in the construction of system and future investment, how to ensure the whole system’s adaptability when the data and business scale changes, are important problems facing in the construction of the whole project. Today’s society is an era of information explosion, the informationization development changes with each passing day, so the system must have enough prospective when planning, to ensure that the overall system architecture can not only meet the construction needs of the current system, can also meet the demand of future expansion of the system.The study uses the software design methods of object oriented, component oriented, service oriented based on the research of data resource sharing, combining the development trend of information construction. Layered approach is used to plan and design the platform, ensuring that the system has no single point of failure and the system is of scalability. Simultaneously RUP is carried out in system construction to reduce project risk, the project cost and the system maintenance work.This paper firstly introduces the research background and significance as well as the development present situation, and introduces the theory of knowledge and related technologies using to develop this platform at the same time. Then comprehensive analysis on the project needs is made, including functional requirements, non-functional requirements, to guarantee the design is in accordance with project needs. After understanding the demand, the scheme makes a comprehensive elaboration of architecture design and the related special design to realize the demand. Make sure that the demand is oriented, system business is oriented, service is oriented, follow the thinking of business decide technology and software decide hardware, so as to ensure the scientific nature and rationality as well as maintainability of the plan. This platform adds the design of flexible architecture in, considering the future demand and the change of environment. The platform is design and implemented using J2 EE technology, the three layer structure of Browser/ Web Server/ Data Base Server, and SOA architecture.
