As we know, the construction of e-government projects in China has achieved some goals in recent years. But the investment of government information system is under dispersive management system, which makes the information systems of different branches correspondingly dispersive, heterogeneous and isolated. These heterogeneous systems can not communicate and share their resources. E-government system commonly faces the"information island"problem. How to eliminate the"information island", how to conformity information and data of operation application system in existence and future is become the most important task in recent E-Government construction.The thesis designed a heterogeneous data exchange model based on Web Service technology which rely on the flexibility of XML, and elevate the exchange level to directly operation exchange instead of simple data sharing. The main research work concentrates on several aspects as follows:First, the thesis builds up the architecture for government data transport using SOAP encapsulation mechanism and communication model under the SOAP Axis engine environment. The thesis implements the SOAP-RPC model for acquiring data from the center system and the SOAP Messaging model for returning the operation status. Secondly, the security of the government data transports. The thesis build up the security policy for XML data transport by using the XML encryption and XML digital signature technology into SOAP message, which confirm that the government data is safe when being transported. Thirdly, by analysising the feature of government OA system and its database, the thesis use XML as global mode for each heterogeneous system to define the data transform standard between XML and relational database, and implement dynamic- configurable adaptor system, which makes sure that each branches system could create a new operation when it receives data from center system and then send back the status of the operation when necessary.
