With the rapid development and application of computer and network, information system has influenced every trade. The flourishing E-Government is one of results caused by it. Currently, E-government becomes more and more widely. All levels have built its own government systems. As a key technology of process modeling and process management, workflow technology can be combined with other systems, to realize many business management systems according to government requirement, such as Office Automation, E-government System and so on.This thesis is based on the project of Dangerous-waste Transfer Management System, which is the subsystem of Guangzhou E-Government in environment protection section, implement one work flow management system based on web and put forward one service framework of environment E-Government system. This thesis firstly introduces the current status and direction in the workflow and E-Government field, brings forward the strategy which uses workflow in E-Government management system. According to WFMC model and requirements of E-Government, 00 method and UML are used to design workflow management system (WFMS) under J2EE framework. The key component of WFMS, workflow engine is based on traditional relational database system, and provides the Organization Model, Information Model and Control Model of the engine, which saved the development period, improved maintainability of related data. The WFMS is designed and implemented based on Component-Oriented (CO) method. System framework is designed with Spring, which is a light-weight framework. Each component in the whole system is designed separately, which improves the reusability and expansibility. Besides, key technologies of component implementation are introduced in the dissertation, such as realizing Spring MVC in the view tier, IoC/DI reducing component dependency, using Hibernate in object-relation mapping and transaction management, and so on.
