In recent years, since the idea of "Internet+" has been striking root into the hearts of people, there has been a sharp increase in the demand of network-based and information-based office of all industries. Chinese Society of Soil and Water Conservation, as a representative institute of this industry, involves many complex business process, such as the guidance of the industry, the evaluation of the awards, the transformation of the achievements and the evaluation of the level etc. The traditional office mode can no longer meet the demand of the rapidly enlarged business and its sharply increasing numbers. Hence, the institute urgently ought to reform the office mode by the modern information technology, improve the management of information and promote the quality of service.This paper has been set up to design and implement an integrated service platform which would provide full service. After the platform is build, it will connect with the existing business, integrate the three separate systems of the evaluation, the member management as well as the reward and form a business-based and one-stop service platform with a unified portal.In the designing stage of the platform, due to the requirements of data sharing, the member management system was merged with the evaluation system, referred to as member evaluation system, and the reward system has a separate database because of its relative independence. In the Implementation stage, this paper adopts the B/S software architecture and uses MVC hierarchical design model to divide system into business modules rationally, and forms the business logic layer based on Struts2, data persistence layer based on MyBatis framework and the relational database based on MySQL. This paper also utilizes subsidiary tools, using Workbench to manage the database, using IDEA IntelliJ as the integrated development environment, applying TIBCO Jaspersoft Studio to model report and generate pdf, applying iText to compose PDF.
