The phase-out plan of Ozone Depleting Substances (ODS) is gradually carrying out all over the world. Ozone Depleting Substances Management Regulations, issued by State Council and carried out since 2010, clearly put forward imposing quotas on ozone depleting substances in China. The environmental protection departments should supervise the production, sales, consumption, import, export or other parts of ODS. At present, the applying of quotas, import and export link have already achieved network management and digitized management. But other links still are in state of research manually. In order to grasp the market situation and supervise related businesses, the environmental protection departments need to do manual research to hundreds of companies every year, what results in a lot waste of manpower and material resources. Besides, there still is a phenomenon of production and sales illegally, which has an impact on the order of ODS industry and ODS phase-out program. Therefor it is necessary to develop a set of supervisory mechanism and a digital management system for ODS, to achieve information collecting and supervising efficiently of production, sales, consumption and other links.The establishment of ODS supervising information system based on supply chain in this paper aims at the ODS used in laboratory, analysis, or other research areas. This paper did the research on the two aspects as following. Firstly, after research and interviews for stakeholders of ODS used in scientific research, this paper analyzed the supply chain structure and the character of various links in this field, according to which put forward a set of supply chain supervision measures. Secondly, this research designed and developed a supervising information system on the basis of the requirement of customers and the supply chain supervision measures.This research used structured development methodologies to complete the system analysis, design and develop. The front page of this information system used AJAX technology and JSON to transfer data. JAVA and MySQL were used in the background development. This supervising system based on B/S architecture achieved the goal of informatization and high-efficiency.
