With the development of information technology today, the use of mobile phone is growing so fast as well as the use of searching internet with mobile phone. In this context, the requirement for telecommunication devices is growing fast too. H Company releases a solution which is designed to face the new challenges for telecom operators. OMC (Operation and Maintenance Centor) is a part of the solution above, which can be seen as the network management system. OMC will provide the operators some services to manage the devices including equipment installation and upgrades, configuration management, performance monitoring, fault analysis, network management tools, system settings and other functions.Stability, security and scalability are very import for OMC. As one part of OMC, configuration management needs to meet these requirements too. In view of this, the paper completed the following tasks:(1) Investigate the advantages and disadvantages of OSGi technology and use OSGi technology as the underlying system architecture for OMC. The use of OSGi makes the system modular, dynamic, scalability, stability and version control which are important for the system.(2) Design the interface of OMC and configuration management module. Through the configuration management module page design, functional design, database design and so on, to achieve the basic functions like modified configuration, save the configuration, valid configuration, verification configuration.(3) Design and implementation of ciphertext function and dynamically generated page function. While we use XML, J2EE, HTML technology to make the pages generated dynamically and BASE64, AES-128 to finish the ciphertext function. The implementation of the two functions makes the system more security and scalability.The project has succeeded in the telecom operators from many provinces and countries. It is recognized with its security and stability and can be said successful completion of the mission.
