Research On The Construction Of Cultural Service System Of Provincial Public Libraries

In 2005,the Fifth Plenary Session of the 16 th Central Committee of the Communist Party of China adopted the "Recommendations for the Development of the" Eleventh Five-Year Plan",which proposed that "there should be a gradual formation of a comprehensive public cultural service system covering the whole society and enrich the people." The sixth plenary session of the 17 th Central Committee of the Communist Party of China proposed to improve the structure of public cultural service system and improve the efficiency of public cultural service.As an important part of the construction of a public cultural service system,the nature of its public products is incumbent on it to assume the responsibility of providing the public with an equal and improved public culture.At present,the construction of the public cultural service system of libraries in our country generally has management problems at all levels of government,which restricts the further development of the public cultural service system of libraries.Shaanxi Provincial Library is the largest provincial public library in Northwest China.It undertakes the task of leading the construction of the cultural service system of the regional library in Shaanxi Province and the improvement of citizens' culture.This thesis questionnaire survey and interview method and literature research method to analyze the construction of public cultural service system in Shaanxi Provincial Library,and finds that the construction of the service system framework in the construction of the provincial public library service system is incomplete and the policy is guaranteed.Problems such as imperfections,insufficient participation of social forces,and dislocation of demand-oriented supply content,and try to apply the new public management theory to analyze the factors from the library itself,government management,and external environment,and propose to promote the public cultural service system of libraries in Shaanxi Province Suggestions for construction: Strengthen the government-led management function of public cultural services,adapt to local conditions,create a local library alliance model with special characteristics,implement the operating mechanism of the corporate governance structure,build a professional talent team,and increase co-construction and shared services with other sectors of society Cooperation to promote equalization of comprehensive coverage of library public cultural services.
