There is not a set of scientific and standardized performance evaluation system, will lead to the performance management of human resource in the enterprise is very difficult to achieve the expected goal of daily.In this paper, we analyse some current actual demand, the central enterprises performance management in the business process and problems, and combining with the thoughts and methods of group and the molecular company performance evaluation, design and implement a performance evaluation system for the central enterprises.This paper adopts object-oriented thought, uses UML as design tools. It analyzed the relative business of the system and designs the relational functions. Aiming the characteristics of the system and users, we choose multi-layers software function architecture in functions design. As for technology, we choose Java as the programming language. The system is based on SSH, and the application server middleware is IBM WebSphere. The database of the system is Oracle.The whole performance evaluation system mainly realizes the basic setting, KPI assessment, evaluation, implementation, evaluation relation calculation, report center with a total of six big modules. In the configuration module based on the basis of the data, complete information, modify, delete the new maintenance and setup, including personnel information, evaluation, evaluation dimensions during.
