The amount of information grows exponentially with the development of network technology, and the technology of using and management of information also will be developed, which cloud computing(Cloud Computing) is one of these technology combining of network technology and information technology in recent years. Cloud computing is classified into Saa S(Software as a Service), Paa S(Platform as a Service) and Iaa S(Infrastructure as a Service) by service model, a lot of enterprises are developing and using applications in each model, and there is especially widely used in Saa S. China Unicom merges with China Netcom since October 2008, actively completes the integration of resources, and currently has the fastest 3G network and the Chinese public telecommunications network, one of the two major export backbone network. Decision-makers hope that China Unicom to provide users a richer variety of resources and applications, improve resource utilization, and bring greater value to China Unicom. Therefore, China Unicom has an internal mechanism to stimulate innovation and encourage employee to rely on existing resources for innovative applications, and this paper is generated in this context.CRM stands for Customer Relationship Management, which is a business strategy managing customer resources integrated with information technology, and the successful implementation of this strategy needs the support of the relevant software. In addition to salesforce, there is no a large CRM software applications based on Saa S model, so we decides to develop CRM application in Saa S model relying on the resources of China Unicom, but also on the use of resources to try to innovate.This paper firstly introduces the research and development of cloud computing and the platform superiority China Unicom has after the resources integration, and leads the work to be done in this paper, then introduces cloud computing and CRM related to theories and techniques, and uses the relevant technology and software engineering methods to develop CRM system analysis, design and implementation based on cloud. The system in this paper is a CRM application based on Saa S and oriented to multi-enterprise and multi-user, every business can take advantage of modular functions provided their own customized CRM applications, and allows internal users to access internal applications. Development of this system is currently applied a lot more advanced technologies and frameworks, such as Hadoop, Spring framework, Solr, RRi Bbit so on. The entire system uses Eclipse for the tools in the development process, SVN for version control, scrum for agile development model and Java EE as a reference architecture, also uses Spring, Ehcache, j Query, HTML5, and many other technologies in the development process, so there are more advanced in the development process and technology.Finally, the system is a full range of testing, and the final results were objective evaluation, noting that the lack of systems that exist, and the next work and suggestions for improvement.
