With the rapid development of the market economy and the popularity of Internet, it becomes increasingly urgent of the standardization requirements of bidding management. With the formulation of “Law of the People’s Republic of China on Tenders and Bids”, provincial and municipal procurement trading centers have been established. Bidding activities are urgently demanded by society according to the relevant laws and the principles of “open, fair, just and good faith” in order to further standardize the increasingly chaotic bidding market. Although related laws and regulations in our country can ensure the fairness to some certain extent, there are still many problems which limiting many projects, such as the interference assessment problem in which the bidders take advantages of all kinds of so-called resources in order to affect the bidding process and result, and the enterprise or industry bias problem in which some experts are hard to ensure the objectivity of the evaluation process. And with the development of information technology, it is necessary to develop an online bidding management system according to the current problems in bidding process and basing on the information technology. The online bidding system provides more conveniences to the bidding enterprise management which is significant and irreplaceable to the future of company.Through a lot of researches and the demand summarization of the bidding process and the management in power industry, and according to many related books and information about bidding, the operation mechanism and management system as well as the problems and disadvantages in bidding industry are revealed. Based on it and the view of future trends of bidding industry, and with the consideration of the information systems on robustness, security, scalability, and extensibility, I decide to use the Java EE platform to design an online bidding system to solve the business and management problems in bidding process. The SSH(Struts2+Spring+Hibernate) is the basic technology framework of this platform, in which the Hibernate is responsible for data manipulation, and the Spring Framework is in place of EJB as a middleware to process enterprise business logic, and the Struts which is a typical MVC design pattern is responsible for front-end control and display.There are five chapters in this article: in the first chapter, it describes the research background, the research significance, the current development situation of bidding industry, the main existing problems and the solutions of building online bidding system; in the second chapter, it discusses the development technology and the deployment environment in detail at the beginning of development period of the online bidding system; in the third chapter, referring to the software engineering ideas and steps, the research contents and achievements in following steps of the requirements analysis, general design, detailed design, coding implementation and system testing are described; The core of this paper is the sections of the preliminary design and detailed design, which presents the thought about the realization of the overall design of system. According to the above thought, the mutual relations between the logical structure and the module in the function modules of the system are analyzed, and then the data dictionary and corresponding programing interfaces of each function module are schemed out. finally, it concludes the research subject and the achievements. The complex business processes are accomplished, the office efficiency is improved, the costs are reduced, and the fairness and transparence are greatly improved.
