With the development and popularization of computer network, informationtechnologies have generated revolutionary change in various fields. Especially, theinternet technology make e-commerce become the one of the most importantinformation technology areas in the new era. It is necessary to establish a fair, justiceand public online bidding system to foster a good government and enterprise image andimprove work efficiency. It can not only satisfy the market demand, and will also boostto the depth and breadth of e-commerce development.The thesis first analyzes the advantages and disadvantages of the existing biddingmodel of Jiujiang University, and then analyzes the overall requirement of the JiujiangUniversity bidding system according to the research result. The system is divided intofour modules according to the user role: tender module, bidding module, the ordinaryuser function module and management function module. Tender user can publish thetender notice and bid notice, send tender invitation, modify the tender information, viewthe tender and bid information and view the BBS forums and message after loging onthe system. Bid user can download the tender files, online bidding, pay for the tenderproject, view the won tender information and view the BBS forums and message afterloging on the system. Ordinary user can browse some basic information through thewebsite and view BBS forums and message, and can also sign up to become tender useror bid user. Administrator can manage the entire site, including internal staffmanagement, user management, bidding information management, records managementof the tender fee, the update of the page, BBS forum management, project informationmanagement, and so on.UML is used and the corresponding use case diagram, sequence diagram andactivity diagram is provided to establishe the functional model of the system on thebasis of needs analysis. Meanwhile, the three-tier Brower/Server architecture is adoptedto design the overall architecture of Jiujiang University Bidding System, combined withsome technologies such as JSP, Structs, Hibernate and the Spring Framework, andTomcat6.0is used as the system server and MYSQL is used as the database through the JDBC connection to realize the function of the system, including functional flow chart,the core code and the drawings of running result, and then a large number of test casesare tested for the system to improve gradually the system performance. Finally, thethesis is summed up and is prosepected the future research.The system with simple and friendly interface achieve the basic system functionsand have advandages of flexible, practical and safety. On one hand, the system meet thecurrent bidding damand of Jiujiang University and play a importand promote role insolving the existing problems such as information transmission, inefficient managementand irregular operation in the existing tendering process. On the other hand, the systemin the design idea of cooperative office and knowledge management upgradeinformatization of Jiujiang University.
