Traditional bidding management system is very complicated and inefficient,the quality,price and efficiency of network electronic procurement is differ,there will be some formal,process management structure is loose,not strict management system.With the rapid development of Internet,people to the operation of the online realizability,efficient willfulness and convenience of demand is higher and higher,so according to the advantages of the traditional mode and the needs of users,this paper developed model of bidding management system.According to the analysis of system demand theory and the technology,the module is divided into three main modules notice management,document management and bid management,at the same time the small module and different design,carry out their duties.Java language and Flex platform of the construction bidding management system,using SQL database technology,under the combination of the three developed bidding management system now,to achieve a bulletin management subsystem,document management subsystem,the management subsystem.Bulletin management subsystem is divided into two modules,namely the project tender notice filing module,management module;bid management subsystem is divided into two modules,namely the bidder bids for the management module,module;bid management subsystem is divided into two modules,namely the bid announcement module,notice of bid management module.Through performance test and stress test and the demand of user feedback,got good feedback.Therefore the design of the bidding management system is a can improve the procurement efficiency of tendered to bidders at the same time also to have certain guarantee system,is an open,fair and just system.
