Civil service management system based on "Civil Law", the integration of Human Resources and Social Security Bureau operational characteristics, to achieve the civil service personnel management handled online. Facilitate personnel management more scientific and standardized management processes, increase personnel information accuracy, dynamic, real-time, and provide scientific basis and technical support for the management leadership and decision-making departments.Since 2006, China’s implementation of "People’s Republic of China Civil Law", to the Central Organization Department, Human Resources and Social Ministry as the lead agency, carried out annually in the unified national civil service statistics work. Accurate personnel information and statistical data at all levels of the civil service, is exercising the overall size of the civil service structure, to further deepen the reform of personnel system, establish and improve the civil service management policies and regulations, provide decision-making reference for the scientific leadership selection and appointment of an important scientific basis. Therefore, how to accurately complete and efficient civil service statistics work each year, real-time accurate and efficient civil service personnel to provide basic data, placed in front of the organization and personnel departments at all levels of a new historic task.Currently, the personnel department because there is no effective means of information support in the civil service to carry out the annual statistics and information received daily cadre and personnel work, because the traditional manual approach using a large work intensity, heavy task, resulting in inaccurate data caused by personnel information drain systems, there are system error occurs, re-integration and so on. From work to solve practical problems of perspective, a change in the personnel department always rely on "a table, a book, a pen, a calculator" and other traditional manual way to carry out the backward status of personnel information collation of statistical work as the Target, Civil Service statistics with concurrency management system, full use of modern information technology, organize statistical work on the unit internal personnel information from the data collected and stored in the filter, escalation, and computer processing technology.Through the design and implementation of statistical management of the civil service system, to solve the personnel department in the personnel information traditionally organize statistical work efficiency due to the use of artificial means of information rather than caused by the low data accuracy is not high, repetitive work more trouble and other issues, improve the efficiency and quality of internal units related work.
