4G era has brought ch anges to th e communications business. The com petition among enterprises has been raised from the product, price competition into the customer relationship management. In the case of opportunities and pressures, the m obile company in order to stand out in the fier ce market. Improve customer relationship management is very important. In recent years, the co mpany gradually increased investment to customer relationship management.This paper and this platform are based on "Mianyang mobile customer relationship management approach". Through infor mation and data, this system is designed and development. The system includes system management module, customers basic information module, customer credit m anagement modules, customer value analysis module, customer demand for complaints management module. According to the user’s data information, it can autom atically evaluate customer credit and operations. Some data get through data service center. Under the data center help, it can solve custom er queries, in order to enhance customer relationships.To follow s oftware engineering principles, this system has been developm ent. According to the system requirements, the system uses ASPX.net technology to achieve. This system was developm ent by C# language. To development follow this. First, I developed common module. Second, I deve loped the subdivision m odule. After the development is completed, the system was tested. In this paper, the process of syste m development and testing based on the m odule development process, the application of the techniques, and the developm ent of the code, the results are described. Finally, according to the testing process, use cases tested, and the results of the test, sub module are described.From the final test results, the exact function of the system is right, the functional coverage of the demand requirements. And it can effectively promote mobile customer relationship management Mianyang, and lead to Mianyang mobile to strengthen market management.
