Because of its own limitations, the state-owned power enterprises generally have the phenomenon that the staff is not activity. How to arouse the enthusiasm of the staff is a serious problem that the state-owned electric power enterprises should be solved. As a solution of human resource management, performance management plays an important role to arouse the enthusiasm of employees and promote the staff to create greater value for the enterprises.This thesis aims at creating a performance mannagement system for electric power enterprise. Base on the theory and advanced technology of performance management, we analysis the current research status and trend of performance management for electric power enterprise, and point out the problems and deficiencies of current performance management. Guizhou Anlong performance management system is developed to promote the establishment of performance management system of electric power enterprise.Based on mechanisms such as score management, performance feedback, performance allegedly, dynamic performace management is proposed and the power enterprised permance management system is also built.This thesis utilizes mature developing tools and software engineering theory to develop a performance management platform with good applicability and high reliability. Development tools such as MyEclipse, Tomcat6.0 and Server Management Studio SQL are chosen. So as the electric power enterprise performance management system not only implement the static performance management as the traditional method, but also implement mechanism such as the key performance indicators management, the bonus items index management, the veto index managemen, the performance feedback and the performance allegedly. The suggestions from employees are also included so this system is a dynamic performance management system.
