Telecommunication networks have become one of the mostimportant communication tools. So telecommunication network shouldwork much stablely and reliably, and can provide sevices continuouslywith QoS assurance. Therefore, the performance management becomesone of hot topics of the network management. But the recent research onthe performance management meets the requirement of only a kind ofnetwork or a management layer, and little work has been done for theresearch of some basic problems on performance management. Somebasic problems on performance management are discussed in thisdissertation. The main contribution of this dissertation is as follows.(1) After the analysis of the problems on the existing methods onthe performance measurement definition, a novel method based onUTRAD (Unified TMN Requirements, Analysis and Design)methodology is presented. The novel method describes the action andprocess of each step and introduces the measurement definitioncommunities and their roles in each step. The measurement can beimproved according to the definition of the verification step andbacktracking method between steps. Furthermore, the novel methodmeets the performance measurement requirements in all managementlayers and indicates how the performance measurement requirementscan be transformed into the performance measurements.(2) After the analysis of the problems on the existingreconstruction methods of performance measurement results, a novelreconstruction method of performance measurement results is presented.The novel method integrates the characteristic of both the samplingtheory based reconstructure method and the polynomia fitting reconstruction method, and the better reconstruction results can be gotby the novel method than the other two methods with easyimplementation.(3) After the analysis of the problems on the existing integratedanalysis methods for performance state indicators, a novel integratedanalysis method is presented for performance state indicators withlogical relation to the performance analysis objective. By this method,the normalization functions and the judge-computing functions can beconstructed according to the judging conditions of the performance stateindicators and the logical relation between the judging conditions. Andthe measurement value of performance state indicators can benormalized and computed by the normalization functions and thejudge-computing functions. A continuous numerical analysis result,which integrate the variation of the performance state indicators, can begained according to the novel integrated analysis method, and theanalysis results can be used for further statistic analysis and trendprediction.(4) After the analysis of the problems on the existing performancecontrol methods, a policy based general performance control method ispresented. The performance control policy model is defined according tothe DEN-ng model framework, and the policy conflicts are detected andresolved within a network element. The policy based performancecontrol function can be extended or adjusted only by the addition ormodification of the performance control policies. Therefore, the policybased performance control method is scalable and reusable. The policybased performance control system can adjust the network configurationdynamically to improve the network performance on the trigger of theperformance event according to the performance control policy.(5) After the analysis of the problems on the existing researchresults on QoPM (quality of performance management), a QoPMevaluation model is defined. Furthermore, a policy based QoPM controlmethod is presented. According to the method, a QoPM control systemarchitecture is described and a QoPM policy model is defined. TheQoPM can be evaluated in real time and controlled dynamically by the evaluation model and policy based control method.
