Mobile communications officially entered the 4G era in the beginning of 2015, with the release of FDD-LTE licenses. Operators have increased investment in the 4G network,especially China Mobile in the leading position. As of June in 2015, the number of base stations has reached nearly one million. However, because of the characteristics of the 4G system and the device,the signal coverage of one base station is much smaller than 2G/3G base station,therefore,the deep coverage of the building has become a serious problem for The Three Operators, especially for China Mobile who has been offered TDD-LTE licenses only. At present, 30 percent investment of wireless projects in China Mobile are dedicated to solve the deep coverage problems every year. It’s difficult to control the project schedule even to the delay in such kind of engineering yet, due to the huge scale and tight schedule, with the relatively poor external environment and the long internal management process. Such kind of project could be completed on time in quality guarantee means the market supports and user perception improvement. From the company level, it is directly related to the operation and management of the company. Schedule problem has become the core of the whole project management.In order to comprehensively and systematically solve the problem of the MS mobile deep coverage project and related schedule control, this paper analyzes the current situation of the MS mobile 4G, and finds out the existing problems of schedule design, implementation, inspection and control, raises the optimized direction and specific methods. Firstly, this paper introduces the situation of MS mobile deep coverage engineering project, the issues and the causes involved. Secondly, with the MS mobile 4G deep coverage engineering projects in 2015 as an example, according to the overall objectives of the project, the main activities of the project are defined by WBS. Order the activities through constraint analysis and estimate the duration with historical data. And the use of tools such as Gantt chart, network plan, the implementation plan of various typical scene base station is established in the end, development of the entire project schedule with time inversion. Thirdly, focuses on the progress control measures, mainly from how to develop,collect and apply to the progress performance indicators. Combine the progress control theory and the actual project. Describe in detail the progress rectification and the methods of changing the schedule and the control points, systematically promote project progress control. Finally, the paper describes the measures that ensure the smooth implementation of MS mobile coverage.This paper provides a reference to how to solve the schedule management problem of the deep coverage project, and improve the level of project management as well as reference for other enterprises.
