Panzhihua mobile base station construction is a 4 g and the implementation of the national "broadband China" development strategy, the promotion of information consumption and information huimin important measure, is to accelerate the construction of panzhihua city and all-optical networks wisdom city of significant progress. Panzhihua mobile construction of 4 g, and innovation as the core, solid construction of 4 g networks, consolidate Panzhihua information-based foundation, intentions to build product and application, promote the panzhihua continuing development of economic and social informatization. So far in 2014, Panzhihua has built more than 50 4 g base stations. At the same time, in 2014, Panzhihua communication operating companies will invest 300 million yuan of above, the construction of 1600 4 g base stations, and 4 g network will be covered in downtown urban areas and various counties(districts), provides the high quality for the city people’s 4 g information and communication services. Panzhihua, mobile base station construction project investment, project quantity is big, many project investors, involve many stakeholders, the project is complex, how to do a good job in the project schedule and risk management is the key of the guarantee project quality delivery on schedule, panzhihua mobile 4 g base station construction project schedule and risk management research, to do a good job in project construction process management has important practical significance.In this paper, through the research of project management related theory, method, using the method of combining theory and practice from the Angle of view of the mobile network construction department, in panzhihua mobile in 2015 the first phase of a total of 220 base station as an example. First, emphasis on the project schedule management theory and the application mode and method in communication engineering construction process problems. Through the application of the project management body of knowledge, the coordination of various resources, reasonable arrangement of work progress, the project schedule for the need of the project plan, and make the project schedule planning process control. Second, the panzhihua mobile 4 g base station construction project in the risk management research. Through the risk identification, it is concluded that the project is the scope of the project risk factors, project data dealing with risk factors, risk factors for enterprise organization, technical project risk factors, risk factors for project management, project environment risk factors, such as risk factors, and use AHP method in the project, the weight of each risk factor evaluation and combining the expert scoring method, to evaluate the risk in the project, it is concluded that the project risk degree as the medium, according to the different project risk factors, appropriate to take the risk avoidance, risk mitigation, risk acceptance, risk response measures such as risk transfer.In this paper, the research results in panzhihua mobile is enforced in the construction of 4 g base stations, the construction progress of base station is larger, the risk has been effectively controlled, and achieved good application effect. Of panzhihua mobile 4 g base station construction project has important practical significance.
